Krill does in fact have Scientific Method this turn

He is down to 5516g so plenty for his golden age.
Something to consider... if we turn Church Lady into a "science camp" then we can get our next great person in 2 turns; otherwise we're looking at 3 turns. Although at Krill's current tech rate... I'm guessing he is going to have Communism in 3 turns.
If we turn all of our Wealth Builds into Research Builds, we can get Communism in 4 turns (and at -530gpt). On Wealth Builds it is 5 turns.
It looks like Kremlin needs to go in Nat X. Right now Nat X is making a base 45hpt and can get to at least 53hpt once we adopt SP. Add in golden age hammers and it will be making 69hpt base, or 213hpt towards Kremlin with Stone, Ind, Forge, Org Rel, and SP - it should be possible to 3-turn Kremlin with overflow in this city, especially if we leave or improve on the 100/110 Rifle that is currently in queue.
Just did some rough math, and it's not so easy, but I think we can 3-turn Kremlin in Nat X (meaning end of t236 completion date) if we pave over all its farms with workshops: the first i started this turn and will need to finish by 232, the second needs to happen by t233 (so a second worker), and the third would have to finish by t236. If I calculated it all right. No fanciness needed with builds, just keep making rifles and this should line us up right with overflow.
