Our 7 university cities and what we need to get Oxford on eot166:


1. Trailblazers

Because we need to have at least 20h overflow into our Oxford build, there isn't much wiggle room for the builds at Trailblazers:

t156 - build a galley or longbow.  26hpt base (59 after overflow and modifiers)
t157 - start university  62/200 eot
t158 - give grass hill mine to Red Wings; take the wheat in its place.  23hpt base; 108/200 eot
t159 - 154/200 eot
t160 - 200/200 university finishes
t161 - still no changes to tiles.  Berserker is new build: 40/70 eot
t162 - zerker: 80/70 eot,  5h overflow
t163 - start harbor: 56/80 eot.  We should even grow to size 17eot thanks to the wheat.
t164 - switch tiles to get 33hpt base: take back the grass hill mine, take the plains workshop, and either work the two newly cottaged plains tiles, or hire an eng specialist.  Harbor ends turn at 122/80, giving us 21h overflow
t165 - no changes to tiles.  Oxford will be (21h + 33h) * +200% = 162/400
t166 - 2 third-ring chops finish giving us (24 + 24 + 33) * +200% + 162h = 405/400


The two workers northwest of Trailblazers also have a strict schedule to follow.  (Note: we can free up the worker-turns if we choose to work a engineer specialist instead of the plains cottages, but the cottages make sense considering we're building oxford here.).  They need to:
1. finish the workshop started last turn
2. cottage the southern plains tile
3. cottage the northern riverside plains tile
4. move to the forests north of Trailblazers on t163
There's just enough time to do all that with a worker-turn left over to finish the road west of the capital.

2. Bulldogs

Switch to max production on t156, which means we need to steal the Stone and the grass hill mine from Orioles, and steal the plains hill mine from Pirates.  The missionary will finishing with 15h overflow, and Bulldogs will be producing 18hpt naturally.  Except this still is not enough to get the university finished by turn 164 - the university will be at 195/200.

There are two workers north of the rice: they will build a workshop (they put 2 turns into a cottage on t155 because I did the worker actions before figuring this out), and that will be enough to finish in time.  If we build the workshop straight away and work it immediately on t158 then we can finish the university at eot 163.


3. Tigers

Nothing special needed here.  Once we get Education in, switch to max production, which will get Tigers to 20hpt (25hpt w/ Org Rel).  University finishes t164.


4. Timbers

Surprise, surprise!  I never thought of Timbers being anything special, but all the workshops are starting to pay off.  We get 16hpt now, and when we hit size 10 at eot156 we'll be pumping out 20hpt base.  Which means we can build a university here as fast as we can in Tigers.  Just make sure that both workers in the area complete the workshop and it'll finish right in time on t158.


5. Boilermakers

This city is starting to turn into a powerhouse.  It hasn't even built a library yet, but it will finish both the library and university by t163.  Just work the highest hpt possible each turn and let the workers finish their current projects.


6. Colts

I was hoping to avoid building a university here, but the next fastest uni I can build is at Wolverines, and it would mean delaying Oxford by 2 turns.  I was thinking that the missionary finishing in Bulldogs could run south to here to help with the Org Rel bonus, but that doesn't speed things up enough to make a difference.  Just keep the city on it's current tile configuration.

We do need to chop the forest in Colt's BFC to hit t164.  So make sure a worker gets to that forest tile on turn 161 in order for that to happen.


7. Red Wings

Another city I was hoping to avoid building a university, if only because it means delaying the settler it's currently working on.  (Downsides for our lack of planning:  if we had figured out what we were going to do for universities and for great people before, we may never have started that settler in the first place.)

Swap to the university on t157, but we only put 6h into it on the first turn because we're finishing our great person.  The GS is born eot157, and from t158 through t163 we'll assign the specialists to work the 2 villages, 3 workshops, a grass hill mine, and swap the wheat over to a plains farm.  This should put the city at food neutral.  on t164 we need to give the grass hill back to the capital but we'll have enough to finish the university still

Holy crap, yes. I knew he was doing some specifics because we were tossing around Colts, Wolverines, Lions, and Timbers as slightly unorthodox university sites just so we could get to 7, but I didn't realize he was going for THAT detailed.

Actually, i might be able to finish all the unis by t163 and shave off another turn. Timbers is the only questionable city, but i'll have the answer tonight. Actually, i'm 90% sure we can.
