Another fast turnaround. The Elohim are doing their best to be annoying:
I moved the worker 1W as I'd planned, and put one turn into a road. Next is a plantation on the banana (equivalent output to a floodplain farm, but one turn faster). I worked the wooded corn so I'd build a warrior at EoT; that way I can try to attack the scout if he gets careless, and don't have to worry about losing the game if he somehow won a .1% attack against my capital.

So, that screenshot begs the question: how were the Elohim able to settle on their first turn? Either they started on a different tile than the Illians, the riverside hill wasn't forested, or they cheated. Yeah, that's it! Cheaters! Ragequit time!

The Elohim are now interfering with my tile improvements. Grrr.
In Kyan's capital, the queue is empty. I really think all overflow hammers and beakers are lost if there's nothing in the queue, Kyan. We should have stuff in the production and research queues, always.

The cat and mouse game with the stoopid Elohim scout continues. I put one turn into farming, but there's a good chance I'll lose another turn of work when he moves 13.

If you're talking about overflow being lost, I think it's a sequential pitboss thing. I believe there were posts about it in PB6.

Turn 16: the scout choke continues:
I moved my second warrior to cover the worker. The scout has about a 1% chance to kill both units, effectively putting me out of the game. But I'm not getting any work done until I can neutralize that scout.

Crap. There's always a chance they'll pick another team to bother, or get killed by a bear or spider on the way, but we should be expecting a wolf rider in 3 or 4 turns.
