Don't think I need more of an army, I have enough to defend against Borsche and consider an offensive once Yuri is wiped out. Speaking of which:
Uxmal slated for destruction in 2-3 turns. Borsche can declare next turn so jeopardizing the G3 rifle stack is a little dodgy. Keeping them out of his siege range for now. I doubt that Borsche is planning an offensive, but treating it as if he is. In any event, the main competitor now is Dreylin.
He's got more land and is creeping up all the demos, if not outright ahead. He's got ORG, a fancy late game trait that I can't match. He also has a much easier path to securing his continent: my neighbor is getting rifles in 3 turns and his neighbor doesn't have gunpowder. YMMV.
Going back to peace civics (rep-bureau/enviro-cs-merc-or), but war weariness is a pain here even with PS.
GG Yuri, you were really unlucky at the start with the wandering barb taking the city in the area where perry is. I was able to lean on you after that. Much different game if I don't end up with that area for the cost I spent.

Borsche is getting rifling, so its time for Wondering If What I Did Was The Right Play. I think it was. Borsche's mega stack is in the middle of the continent with something like 38 cannons. I still feel that I didn't have enough to withstand a first attack from that stack even earlier without it getting wiped. I definitely don't have enough to get through that at relative tech parity. Let's get some machine guns and maybe its different. Infantry is very far away.
Would probably need to get constitution too for jails. WW even in PS will be awful. MS for commando runs also useful, but I need to alphastrike his coastal cities just so he can't whip/draft a ton more units.
If I bring 70 cav 45 rifles and 40ish cannon/cats, is that enough to hold up against the Wagneresque crash of kanones?

Called off the attack because it relies on borsche committing his stack in his territory and there's no guarantee that he'll want to fight on my terms. So, kicked off 4-man GA and going to Arty. Tons of Arty will actually be needed. It's a shame that Borsche will get steam power and then get cheap assembly plants. Also looking to clear Communism for SP, but that will kill my research going forward. I'd like to have railroad for machine guns for stack protection, but I think it's a bit ambitious. It doesn't really matter though because if I can't capture my continent, I'm not winning. Maintenance costs for my far flung yuri elephant islands is something like 18g without a courthouse. I'm not taking and holding hand anywhere else, unless I use SP. I'll be fully on Wealth/Research activities once that happens.
So I won't get my own factories for forever (still don't have constitution/econ/corp), but hopefully I'll get the land and then all will be better. Captured Yuri land isn't really paying off yet either, food poor map means the beaten down cities take a while to regrow. Main benefit of these cities so far is rep/merc.
I've also just lost interest in Civ in general for the last 3 weeks, so my play has been less than stellar and more just pressing buttons. C'est la vie.
Switched to pacifism to try and get 2 GPs during this GA and hopefully get enough for the elusive 5-man GA. Nearly every city is on wealth/research to try and clear everything I can before full military. Physics in 2, Communism ~2, Arty ~3, Railroad ~4; will be close to clear all four. Will then back fill through constitution (for jails) and econ-corp to assembly line. But research will be off at that point.
