No, unfortunately no. Can't settle on top, can't improve ( even in WB, the 'ice node' concept does not exist ) and cloned Letuum would be cheesy.

Edit : Actually in hindsight. I should have placed barb cities on top of it, that gives a source. And since Illios is at work... Let's do that.

Amurite world-spell will give enough XP to do instant mass adept -> mage upgrade if the Amurites realize this early enough. Wonder if they'll figure it out.
