We would lose 2 riverside grass tiles moving S but gain coast. Also we would lose half of the available early production (14H down to 7H), lose half the forests (8 down to 4) and lose 1 turn in settling. If there ever was a case where moving to a PHF was worse than SIP, it would probably be in this particular circumstance. I'd advise SIP.

Probably WB first and tech BW. Haven't tested any micro but should be able to whip the WB into a worker.
