Did you sim it? Comm did and expected to win.

![]() The big choice next is Math vs. Metal Casing vs. Code of Laws. Ideally they'd be in that order, but it's not a sure thing we can delay work on Courthouses -> Forbidden Palace that long.

Have you hit the conqueror's plateau yet?

Per-city is somewhere around 4gpt, depending on the size of the city. Distance maintenance is a bit interesting: everything on the main island is up around the 2gpt range. The far-flung Dallas is up over 5 and has a total maintenance near 10. (Makes me wonder about that barb city way out west, which is something like another 20 tiles west of Dallas, but it's still worth claiming that land.
Total we're spending almost 100 on city maintenance.
