He is not afraid of early wars. But we spent PB13 fighting a long and grindy war for most of the game, I doubt he want to repeat the experience. How does his power graph look? I don't think he could bring HAs this soon, not with the ridiculous costs on this map, but I'm not sure.

Maybe he just wants to chop that forest into a wonder? That's a stupid way to do a sneak attack, considering he could road from the fog if he didn't go for the forest tile.

I guess first thing to do is take a look on the power graph.

I could be wrong, but it looks like wlp simply wants to remove the forest on a tile that could be used as a staging area for you to attack his city diagonally.

And he settled a city near the stone, so that explains the spear and workers. I made some changes in the build queues from last turn to this one, so all cities have the possibility of whipping units now, if needed (but I changed build back to peaceful stuff). I really didn't want to fold to 2/3 keshiks, so I played very safe.
