Worker actions post thinking.
1 worker on the sheep finishes it by himself, doesn't need a road as it's on a river and the capital is about to get dropped to size 2 with a double-whip and will have both of it's 5+ food sources for the regrowth, so no hurry.
2 workers on the hill (having just finished the chop), put on a mine there, finish the same time as the AH worker, then move them north for prechops and roading to a 3rd city.
1 worker coming out of dill, lay road for the next city site, near the horses likely. Preference for this site due to Horses, it's coastal, and my workers need to be in the north for the sea-wonder push. Bringing the scout back to the center to spot how people are getting along.
