Not really, the problem is, that there's not that much for a worker to do. It's more Civ5 than Civ4 in this regard, getting Unity Rover ( or Unity Foil ) from your supply crawler on t0 is always the superior choice because of the pods.

Maybe. In the one start I've rolled so far, I had three resources at my capital which all got large boosts from the starting improvement (ecology camps or whatever they're called). I could see a case for either.
