Whosit has an excellent point here.
Players new to FFH have enough to relearn as it is, without introducing extra variables.
Boosted starts and bonus starting units make for a fun variant. But they do take experience to get the most out of.
For a newcomers game, keep it simple. The start might be a bit slow. But that's not a bad thing when the players are still figuring out the game.
