Expansion can happen soon as. If we get peace then the island is a quick target, and even if not then we want to get those settlers a-settling immediately - whilst our tech rate is slow, we are positive at 50% science which means we certainly aren't bankrupt.
Personally I would settle the moai/island spot and the southern cow position, but the desicion is yours

Oh crap, my first decision as a replacement! BGN's NPS Administration wishes to have open borders. I cannot look at the diplo screen as far as i'm concerned, so I just say yes because open borders typically equals more trade; which is a big help for my Many Years Plan.
I send our new scout to explore the east of our known map. There, I stop for now because I am extremely nervous and do not want to screw up!

Okay, I moved almost everyone. I am not sure where the promoted axe is going, and I have a plan for our Spearman on the island to the east by Wetbandit.
Workers are finishing up their current works and then I will set them to build cottages in the interior. My plan is to load the Spear onto the galley, and hope that wetbandit does not attack ours. Then, move the galley to the east part of the island and try to get the undefended city. P.S. I also deleted the not-useful signs...

Damn, meant to warn you about that. I wasn't giving Boldly borders because he used wars to scout us out so they're useless.
We're researching slow...but not very slow. Remember this is a huge rare, tech is always going to be slow, and it's more important to settle sites, especially as it will allow us to establish borders. (And the island site should be financially beneficial, just make sure it has a good garrison.) It is all your decision, however :)

Actually, you make a really good point! I will start to expand!
