Email sent to Lins and Broker this morning before Sunrise sent his email:

Detailed Proposal
There are only 17 turns left in the NAP with Sunrise. I normally plan my invasions at least 20 turns in advance so that I have time to build up the proper mix of forces. I need a commitment to a joint invasion of the Spanish Free State by Turn 175 at the latest or else I will plan a solo operation. I understand from talking with Broker that there may be some concern that I will not hold up my share of the war so here is my detailed proposal of my commitments to the war effort along with the expected division of lands.
Prior to turn 190 (Preparation)
1) Destroy Rego (DR) will provide Lin with 1 settler that they will use to settle the copper island in the square 1 NW of the copper. Settling farther north then that on the island could potentially cause culture wars so Lin agrees not to do so.
2) DR will provide Broker with 1 settler.
3) DR will settle the 2 square island on the square 6 west and 1 south of the copper on copper island. This will be one of the 3 island cities that DR requires to get the intercontinental trade bonus for all of its trade routes.
4) Any notice required by agreements with Sunrise will be given in sufficient time so as not to prevent an attack on Sunrise on Turn 191. No new agreements or extensions to existing agreements will be made that prevent an attack on Sunrise on Turn 191.
5) Both DR and Lin will create an invasion force of no less than 5 cavalry, 5 cannon and 5 riflemen each. The respective armies of 15 or more units will be in position on Turn 190 such that the entire army can reach the square 1 NW of RockdaleStation on Turn 191.
6) DR will concentrate espionage efforts on Sunrise so that prior to Turn 191, DR will have city visibility on all Spanish Free State cities. Once visibility is achieved, DR will provide enemy troop location information to Lin.
7) DR will attempt to negotiate a NAP with Rego that will last until Turn 215 (the expected duration of the war with the Spanish Free State). This will allow DR to concentrate all forces on the war.

8) Lin will have completed researching Steel by Turn 181 at the latest.
Turn 191-215 (The War)
9) A joint strike force will capture the city of RockdaleStation by Turn 195. The city belongs to Lin.
10) A solo DR strike force will capture the city of King City by Turn 195. The city belongs to DR.
11) A joint strike force will capture the city of Luna City by Turn 200. The city belongs to Lin.
12) A joint strike force will capture the city of Galt'sGulch by Turn 205. The city belongs to DR.
13) Solo DR strike forces will conquer the cities of Rife's Raft, San Sebastion and Churchill Upper by Turn 215. These cities belong to DR.
14) Solo Lin strike forces will conquer the cities of Shadow Gallery, Wynand Building, Novy Leningrad, Tycho Under and Wayne-Falkland by Turn 215. These cities belong to Lin.
15) Both parties agree to continue the war until at least Turn 215. Both parties agree to concentrate on troop production instead of infrastructure for the duration of the war to maximize the military advantage over Spain and to minimize the duration of the war. Both sides agree to make their best effort to achieve the war objectives defined above.
Turn 216 (Post War)
16) After Turn 215 either party may make peace with Spain if they so desire.
While the best laid plans often have to be modified, the objectives outlined above are designed to set expectations. Assuming a NAP with Rego can be arranged then DR will be committing over 100 troops to this war on turn 191 (creating so many troops is why I need the lead time) plus replacement units throughout the war. If a NAP cannot be arranged then DR forces committed to this war will be approximately half of that number with the rest defending my border with Rego. I expect to win the war quickly and decisively.

Here is the exact composition of the DR invasion force that will be able to invade Spain on Turn 191:

9 Cavalry, 12 War Elephant, 2 Chariot, 20 Cannon, 50 Rifle, 7 musketmen

Hi Exploit,

Sorry not to get back to you sooner on this one; I was traveling yesterday.

I've reviewed your detailed proposal and it looks good in general, but there are a few specifics that could use discussing.

1) Steel on t181 is unlikely at this point. I've checked in-game; if we had 100% funding it would be due on t181, however we need ~134gpt to maintain 100% funding, and are currently just receiving the 50gpt from sunrise's NAP. I sent requests to both Imhotep and Elkad for their excess gpt (70 from Imho, and 60 from Elkad), but since we are at 0g right now, sunrise's next payment is due next turn, and Imho has already played the turn, we are going to fall behind that timetable.

2) I don't think that I can agree to any split of sunrise's lands that leaves you with the Hindu shrine (Grat's Gulch). You already have the Conf Shrine with ~25% pop, and adding the established Hindu shrine at ~30% Pop would (IMO) just give you too much power in the game long-term. I would suggest a re-split of cities:

Lin: Grat's Gulch & Churchill Upper
DR: Rockdale Station, Luna City, & Copper Island

Of course we are open to negotiation on this if you feel it is a one-sided suggestion.

Lins,

Thanks for the feedback.

1) I would prefer that Steel not be delayed. It would mean that the 100 unit army that I have committed would have significantly less cannons. I have sent you 140 gold this turn please login and rank your research to maximum before the turn change. I will do what I can to keep you supplied with gold. If Steel is delayed then the composition of my army will be modified.

2) I understand your concerns about the Hindu shrine. I can probably live with your proposed divsion of cities with the following modifications:

a) DR will not be providing Lin with the 1 settler mentioned previously since it's purpose was to colonize copper island
b) DR has the right to settle a city 3 west, 1 north of King City. This will allow troops to move from city to city insted of being left in the open unprotected near my border with Rego. Officially according to our NAP agreement, DR is not allowed to settle past Lin Lost.
c) DR has the right to settle a city 3 west and 2 south of Evil Eye. It is near Hun but our big fat crosses will not overlap.

Before I make my final commitment to this agreement, I would like a detailed breakdown of the army that Lin is proposing to use to invade Spain similar to the one I provided. I would like to see a commitment of at least 50 units from Lin that way at a minimum we will have 100 units (150 if I can get a NAP with Rego) which should guarantee us a quick victory. Note that in 11 turns Rego will have researched railroad so if we cannot quickly roll-over Spain we will get bogged down against machine gun defences. I will be drafting heavily to achieve my army size and given that the lion's share of Spain is going to Lin, I would like to see Lin do the same. (Of course if you can commit 50 units without drafting then that's fine too).

Ok here is the plan. If Sunrise converts over to our side before Turn 181 then I will go with that otherwise on Turn 181 I start the massive draft of 40 rifles (5 a turn for 8 turns). I may have to start the draft earlier if Rego presses me but I don't believe he will. I want to wait until the last moment to start the draft due to the high troop costs.

Research is going to plummet for our alliance during this war since both Lins and I will have massive armies in enemy territory which is expensive but taking out Sunrise should turn the longer term research rates into our favor. We will likely have a massive army still after the war which I hope to convince Lins to turn on Rego or he may decide to expand in the south through Shady.

I have no problem with your suggested additional settlement locations you detailed.

I'm not certain I have the time to put together a completely detailed estimate of the troops we'll be supplying, but I'm confident that we can get over 50 by the time comes to declare.

As for Drafting, I don't really see that as much of an option for us right now since we have no Happy Cap space to work with. Any Drafting would have to be accompanied by building happiness buildings (a bit distracting from building an army), or either running the culture slider or just having unhappy population (neither of which are conducive to being a research-based civ).

Since I will most likely lose my dyes from Sunrise when the war breaks out I could draft some rifles for you if absolutly necessary. I have to give Sunrise 10 turns notice before I could supply them but it is an option. I would prefer not as I am focused elsewhere but I think this is more necessary than my current war.

Also Dreylin. If you can convince Sunrise to swap to our group instead of dying that is the optimum solution here but I doubt he will do it personally.

To Lin:

Ok my main concern is that the 50 units is not made up of obsolete units like warriors. Can you just list the unit types that your 50 units will be?

I am willing to give Sunrise until turn 181 to join our side and prevent his demise if you still want to try to win him over, however at that point I start drafting so the war goes ahead until turn 215. Are you in agreement with Turn 181 being the committed to war date?

To Rego:

Ok, I am willing to consider your NAP proposal. To be clear, I have city visibility on all of your cities and I've been watching your troop movements. I am well aware of all the rifles, cannons and such you are stocking up near Evandale. Just as you I am sure are well aware that with my population and happiness that I can draft over 60 riflemen without even causing one of my cities to have an angry citizen. It would take you 5 turns to move your main stack of doom into position to attack my nearest city by which time there would be an additional 25 rifles not to mention the existing units.

The net effect of our current situation is that if I move into your territory then you kill my stack and if you move into my territory then I kill your stack. You can also see that Wild Wonders is about to have 3 more defenders so even an amphibious attack on that city would be futile. Neither of us is going to get ahead under this current stalemate. I feel my position is slightly superior since you are paying for more units that are rapidly becoming obsolete even though you have gained nothing from them while the bulk of my defense is productively working tiles until drafted.

Here is my offer:

1) NAP until Turn 215 which should give you enough time to wage a war against one of your enemies with those units before they become obsolete

2) I will not colonize that lovely vacant land north of you. So many trees going uncut!

3) You give me Steam Power. I cannot trade the tech and our techer will finish it in ~10 more turns anyway so this is really just giving me 50% extra worker productivity for a few turns. (I still have a lot of trees to cut).
