I think Seven made the case for HR before writing well, above, but given the relatively low expense, I'd suggest writing first anyway, then the slog toward HR to get AO into awesome mode ASAP. AO border expansion will get some of the FP tiles for the SW city so border expansion is less critical right away there, but really we're waiting for resource discovery anyway, and I think we all agree this is the more important determining factor for our tech path. For me, if I have to sacrifice growth slightly to get an early academy in the biggest city in the game (our plan for AO) then it is worth it, especially with our FIN cottage spam. I vote for heading towards monotheism and monarchy before writing. An early shrine is worth more than an early academy, not to mention the extra hammers from OR. Or even if we don't get a religion, we could build the great wall for fail gold. And monarchy is definitely key on this map.

An early shrine would maybe give us 5 gpt, and a 40H investment for every additional one. Since we're at a 1:1 beakers:gold ratio, that would mean a net increase of the same number of beakers. Granted, the shrine less of an investment than the academy, since the Obelisk is 30H compared to the 90H of a library, but the real cost lies in running the specialists. A library and academy in our capital... in our sims AO produces 24C on T40. Assume it will be at 32 on T80 (likely to be higher, really). Further assume we run 50% science. That means the academy option will add 12bpt, and the library would hit in much earlier, with 4bpt since T65 or so. For comparison, MM - working the gold - produces 12C on T40. Ie, the academy is at least as good as another high-quality city, arguably better. Granted, the shrine and the religion has other uses than simply gold, but from an economic standpoint, the shrine is outclassed until we add a lot more cities.
Lets re-assess this when we are actually at the decision point. Religious tech might have fallen by then already.

That's way better than an academy at this stage. And the academy also requires a library which is an even worse deal.
Ok, yeah, if you add in production, then of course the city pulls ahead. I was talking about commerce only.
