I'm fine with the settings and have no strong opinion about the pick method.

( 2 leaders + a civ each ) and threw that at each person. they could choose a leader, and pass the civs, or pick a civ and pass the leaders. You couldnt toss a leader in, and try and lock in 1 leader without "choosing" it.
