Someone is still at size 1. Even if I account for settling a turn late (but we did start on the PH right?) a worker should be finished by EOT9. Still being at size 1 at EOT17 probably means that someone is going for a settler first approach.
BO:
I'd go for a workboat next. The warrior should finish with 2 overflow and if you put the 5th citizen on the furs, the workboat will finish EOT20. Little bit later than planned, but at that point we still have 9 turns to go till Hunting and that is enough to get a worker before it finishes. To be exact, the one cove should be a pirate harbor by then, providing a 3/1/6 tile. Together with 2x oasis, 1x deer, 1x furs you should get 11 foodhammers onto the worker per turn. Thats a 5 turn build. 1 turn to move onto the PH then, 2 turns for a road, 1 turn to move onto deer. When you move there, Hunting should finish, letting you improve the deer the turn afterwards.
Just have to think about if a second worker or the settler first is better. I personally would probably still go for the settler, but I can't say if that is better. I think so though because you need some time to get the settler into place and grow to size 2. And you don't need the worker for your capital right now.
