I'm late to the discussion about early rushes, but..
How about adding a city defender unit at the start. Not buildable, just issue one each.
Slinger (hurls rocks with a string, nicely Ancient). Str1, Move1, and a high city defense bonus (300%?).
3-4 warriors should be able to kill it

And why wouldn't players use this unit to scout as well?

If you're going to mod it, just make it so warriors can't capture cities (like gunships, right?).

I would unironically support that, it would stop CFCers who exclusively play as HC of Inca on Marathon/Huge, who repeatedly re-roll maps until they get 2 riverside plains hill gold, before Quechua rushing 4 AI rivals.

Could make it "no defense bonus" and a non-attack unit too. If people want to gamble and scout with it, still better then giving an extra warrior.

btw - the actual game is going to get exciting!! Commodore is about to attack pindoarr... but not where they think he will.
And they might build the lighthouse for him!!
But then, I don't know if he can hold that city if they send spears there. Very exciting stuff...

Haha, poor Commodore, 1 more turn and he'd have had the Great Lighthouse. Welp, so now Dazed has 'Mids, Colossus, and the GLH. All they need is more land

It is too bad for commodore that he missed the lighthouse. But pindiarr may be totally hosed here if no one gives them copper.
