Really now, how is blocking the paratroopers or Krill's own plan to invade the lurker civ any less trollish?

I'm pretty sure Krill will raze to and even if he doesn't the other players would get a reload.

Edit: Civ3 solved this problem by allow you to settle in opponents culture but causing you to declare war if you did that.

Good news, we finished our forge. Production is up, the lurkerians are proud! The bad news is we finished our forge. Evidently runoff from the forge is spoiling a bit of our crop so some of our people are hungry. We can still 2T warriors though! I'm sure a few thousand of our people will die, but I think they were all working for the spy service anyway, so they weren't really doing anything useful for the town. Good riddance, I say. hammer

Krill is bombing our city defenses and strafing our warriors. I think he wants to die. If someone gifted me a spy unit I'd poison his city wells. :P

I made what, for him, will be a reasonable offer for peace.
