Emergencies overriding DoF is not a bug. It's intended as a comeback mechanic, so you are supposed to be able to dogpile people. Having the DoFer being benched hampers that. The payouts aren't very good too. You can also avoid emergencies by just not declaring war.

If I understood Woden correctly using an emegency to circumvent a DoF only works in team games by targeting the ally of your DoF partner.

You were right! Firaxis messed up! Firaxis also messed up limestone fueled wall-overflow production. But this should be banned because it doesn't make sense otherwise. If banning it causes problems, I'd add the rule that if one partner gets a DoF, the other partner must get one too.

I still don't understand how privateers' invisibility is working.
I thought that taking an aggressive action (pillage/attack/..) would make them visible (and if within city striking range, that would be the end of them soon).
It looks like Woden is not even aware that some tiles were being pillaged.

For range3 frigate, I thought you still need a way to see the target (at least from the base game). But of course if you need to capture/raze, you will have a unit around.
