These are good restrictions for dedilurking vets regardless of what context you end up establishing them in, although "war plans" is pretty broad. Overall I'd suggest that vets just clarify materials and suggest different options that players may not be aware of or are discounting too readily- but no direct orders or specific instructions "found on X tile, build Y units / buildings" etc. That's how I intend to "assist", anyway.

Yeah, that sounds reasonable. I'm decent at BTS, but I have no idea how the hell you're meant to obtain early commerce and beakers in FFH. Cottages are a mid-tier tech, while calendar resources are early tier, so idkwtf.
