By the looks of it, PB doesn't even need the roads. Hasted Mobility Hemah has 3 movement points. That's enough to reach the stack (first move to Sugar, second move to Red X, third move SW to plains tile) and cast Snowfall twice. After that, it's all mopup: units with just 20% of their hit points left can't stand up to anything. With 4 movement points, Hasted Centaur Archers from Reorte, Riedquat, and Zaonce can all hit the stack.
Of course, PB will still look for every tactical advantage available to him. His 6 workers (4 in Riedquat, 2 in Zaonce) can road tiles to let wounded Centaur Archers retreat. Rust would be useful; Dispel Magic less so (Bob's stack doesn't have any combat buffs.) Destroy Undead will kill any specters that were hit with Snowfall so even taking out the two defending the stack will let PB kill two more vampires with his centaurs.
I agree, it should be fun to watch.
Edit: That event description for the Circle of Gaelan chain comes from the Fall Further wiki. Fall Further introduces a second Lawful-Chaotic alignment axis which is required for those options. In vanilla FFH, "This is the price of progress" adds +1 Research and a permanent +1 Unhappy.
