I'm pretty sure Darrell is joking or trolling. Commodore's post seemed to make it pretty clear that he would not screw a civ out of the resource required for their UU. If we don't have the resource for our UU, then we will have been screwed out of Ivory, contrary to the original claim.

It seems fairly clear that this is what you originally meant, so I'm satisfied. Can you confirm that Darrell's post is incorrect?
