I'm pretty sure Darrell is joking or trolling. Commodore's post seemed to make it pretty clear that he would not screw a civ out of the resource required for their UU. If we don't have the resource for our UU, then we will have been screwed out of Ivory, contrary to the original claim.

Ivory in this game is a strategic resource, you can expect it to be within reasonable distance of your start, the same way as copper, iron and horses. It will not be made any easier or harder to reach just because you're Khmer.
