OK, changed Dog Soldgier value from -1 to 0. Its main problem is that it dies to HAs easier than base axe but axe unitclass is unlikely to see serious combat one way or another. It brings Napoleon to an equal number of points with Stalin.

As for me these picks could be estimated like:
Napoleon Native American - 33%
Alexander Carthaginian - 30%
Stalin Mongolian - 37%

So, a lot would be depend on starting position, exact rules etc.

After some additional deliberation and a chat with Zanth tweaked values in my spreadsheet. Aggressive got additional point: we will have a standard-size map for 10 players and enough water to ban GLH. It means everything gonna be pretty cramped. Also, Napoleon of NA has a some kind of Monument synergy but it seems pretty useless. So, I decided not to factor it in and, instead, lowered the rating of Charismatic: we are most likely going to have enough happy on man-made map and on Monarch researching Heredetary Rule is pretty trivial anyway.
It puts Stalin at 9 points with others tied at 7. We have a leader but these values will be further tweaked after we see the start.

This combos are even better as for me.
Starting location looks good enough too: perhaps wet corn + pigs. Lots of forests means we need to go fast for BW.

1) Louis XIV Dutch: Ind/Cre - very good traits; Fish/Agri - moderate tech, good UU and UB but still they would appear too late.
2) Boudica Zulu: Agg/Cha - moderate traits; Agri/Hunt - very good tech, very good UB, good UU
3) Kublai Khan Greek: Agg/Cre - very good traits, though they antisynergize a bit; Hunt/Fish bad tech; good UU, moderate UB.

As for me they have approximatively such scores:
6+1+1+1 =9
4+3+3+2 =12
5+0+2+1 =8

So, Boudica of Zulu is a wonderful option

Well, it looks like lurkers at last payed attention to PB20 and PB25 and decided to scale back my skill level. New combos are way more interesting than previous ones. Also, the choice seems simpler as Louis of Dutch is clearly the strongest option. Though Boudica of Zulu is seductive and not just because of her boobs...
