Would you be able to get screenshots of your three culture cities, and a quick description of how you will get each across the finish line to Legendary and the projected timeframe?

Sure

When I turn the slider on I'll get this city to work those towns to the East.
Right now, with the multipliers, Artists are the best way to make culture, so I've been farming over Workshops to run as many as possible in this city, and the next one:

It's a bit unfortunate, since this is my HE city, but needs must. I've got two GAs, which I'll probably end up using here.

Then there's my capital, which actually has the least amount of culture now, but turning the slider on to 100% nearly triples it's culture output.

Also, here's the force I have that can attack Lords, as well as it's defenders:

SD is doing stuff with his Battleships, but until I see Transports (and I can see everything of SD's thanks to my Airships), I'm not going to panic.

As I predicted, wetbandit has attacked DZ, so for the moment, I only have SD to worry about.

I plan to turn on the culture slider in around 8-10 turns, and hopefully get the victory in around 5 turns after that. I check every turn to see the effect of turning the slider up. Unfortunately, 2 of the three cities have almost no commerce, so the slider isn't as useful there, but it's very useful in my capital with the Bureaucracy commerce bonus. I also plan to upgrade a huge amount of my remaining obsolete units when I turn the slider on, since I'll have way more money than I'll need for the ~5 turns of 100% culture.

SD is starting to build Marines, so my alert level has increased. Still no Transports. Also, he has no Airships at all. I think he has city visibility on me, since he's spent a ridiculous amount of EP on me, but it's not as good as just being able to see the entire map every turn with Airships. It makes me wonder if he's aware of the fact that I can see every unit he builds and where he moves them.

surprised airships have that long a range to be able to scout the whole map with them. Is this a Krillmod change?

No, they're the same as base BTS, but I have stationed airships in SD's and DZ's cities to maximize coverage. I had been assuming that SD knew of them and realised what they could see, but the fact that he hasn't even built a few is really surprising. They're only 80 hammers, which is not a lot in an era of Factories and Coal Plants.

SD has cancelled our OB and has started to put Battleships in JR4's cities near me. Still no Transports, but he's up to 17 Marines. Even without Airships in his cities, the ones I have can cover all of SD's territory.

JR4 has given me OB for a free gift of Sheep. SD has moved his Battleships out of JR4's ports, amusingly enough. That OB means more cash for me, and I can put Airships in his territory to regian full coverage of SD's land.

SD has 12 transports so far in/approaching his staging point in a little lake behind a city. Only one place is in reach of there, and that is my one Legendary target on the coast. So I unloaded all the Infantry in the Transports there, still left the Marines in, just in case. I also upgraded some Longbows, and I'm going to swap production to Anti-tanks for a little bit because in his stack by that lake are more Tanks than Marines. So A dozen Anti-tanks in the city will help. Ideally, I manage to add more defenders faster than he can add attackers and ships to carry them on. A bit of good news, JR4 and DZ have made peace and JR4 moved his main stack into a city near SD. I doubt he's planning to attack SD, but the mere threat of it should give SD pause, and therefore me more time to win.

I wonder if signing OB with JR4 had the opposite effect? This is SD after all, he's not one to hesitate, and seeing his chances possible slip away is more likely to cause him to pull the trigger early than anything else.

Anyway, he's posted already so I'm assuming he's reported on his attack. So far he only burned my one replacement city on DZ's border, killed all my Airships in other people's cities, pillaged some tiles and set up naval blockade of my coastal cities with groups of Battleships.

First I just want to show this funny little thing:

The city had just built the Anti-Tank, and it performed quite poorly, only killing a lowly Knight, but I guess the Longbowmen picked up the anti-tank weapons and managed to use them effectively.

His naval blockade didn't go so well for SD. I still have a lot of Airships in my own territory, and they even the odds quite nicely:

I lost 2 BBs and 1 DD, and sunk 9 BBs and 2 DDs.

I completely killed his battleships blockading my Eastern Coast. The Western Coast didn't go as well, losing one Battleship against the odds, and I simply didn't have enough Airships to damage all the blockaders, but that isn't the most dangerous area, so I'm not as concerned.
On the Eastern coast he moved his Transports into a position to be able to attack either of the cities there, so I've had to divert a lot of units into them, as well as unload all my Marines and spend my entire treasury on upgrades (I thought about turning the slider on, but it's still too soon, and right now I need to focus on surviving). So now I have 70+ units in each city and he has 14 Transports in range, so I'm pretty safe. If he had Bombers, it would be a different matter, but so far, no sign of that. I still have my stack of Tanks, Arty, and Cavs, so any one land attack would probably fail. If both JR4 and Wetbandit attack at the same time it'll be a bit trickier. But with GG medics and railroads, I think I could kill one and then the other without losing more than a city or two. Next turn I'll spend all my cash upgrading Cannons.

Interesting times ahead. If JR4 and Wetbandit join in the odds look poor, but if they don't, or hesitate long enough, I still have a chance.
