Yes, barb animals start with the "Hidden Nationality" promotion and will attack any player, even those with the "Barbarian" trait. They don't attack actual barbs since they're actually on the same team, but players with the trait are mechanically just "at peace" (with the equivalent of "open borders") with the barb team.
