Well TBS, some pick thoughts to stave off our impatience. Of course, you have the final pick.
I'm a bit biased towards traits I like and traits I haven't played much:
I actually like BTS/ToW/RtR 2.0.7.6+ Cre quite a bit, but think that RtR 2.0.7.4 Cre (and below) is weak as hell. Of course, Commodore likes it for Arbitrary Commodore Reasons, which is why he wanted to play this version of the mod to begin with. Phi, I've never picked because I'm not as confident about GP shenanigans, but then you're really strong there, so no objections. My favorite trait is BTS Exp. Here, we have Pro instead; I loathe Protective as a concept and think RtR Pro is cheap/unfair, but if we're playing in a game with Pindicator, REM, OT4E, 2metra, and especially Commodore, then I have no qualms at all. I also really like Imp, because I like to be a pace-setter and an early game-controller, and Ind, not only because I'm big on cheap forges, but also because if I want to incorporate a wonder as part of my strategy I like having a lock on it. On that note, Mercantilism is probably the defacto economic civic for us, so we might wanna chase dem mids... that's another plus for Phi, too. Org isn't really exciting, but I also think its the strongest RtR trait, so that's another one to consider. Fin, in this version of RtR, I don't feel particularly excited about.
All in all, there's things I like about pretty much every trait, so I'm good for whatever.
Civs, well, there's like 40 civs so we'll just see what we can get.  But, I think that if we have strong early traits, or, at least, strong enough to not get chumped by the 5x genghis khan combo, then I feel we shouldn't be quick to discount a civ with strong-but-later unique stuff, IMHO, because RtR games will tend to go late.

Hmmm, lets see, stream of consciousness time. *looking over the set* Actually, not only do I like all three of our combos, but I think we might have the best overall set of all 8 players!
Genghis (Imp/Agg) of Zulu (Ag/Hunting/Impi/Ikhanda) - Ah, my old friend, and what an allstar synergy civ to give him... this, of course, is my exact PB25 pick.  Mixed feelings about that, although wouldn't mind giving it another shot. Also, if I recall correctly, you mentioned in my PB25 thread that you might played it out a bit different, so lets see what you got...
In all serious though, this pick does have a lot of nice things going for it. Excellent starting techs, Agg Impis, Agg Ikhandas, and Imp's fast REXing pairs nicely with the double maintenance reduction. Imp is really good in RtR, I think, because of the whip nerf, and Agg would be nice with all the psychogamers in this field. I'm not as bullish on the Agg trait in general as I used to be... a lot of the bonuses it gives you are, like, actually pretty timing and situation dependent in a way that's weird to describe? But, I still like it. This combo doesn't have a lot going for it in the midgame but can be extremely dangerous in the late-game, where the Agg maintenance reduction starts kicking in, half-priced drydocks become relevant, and ofc Agg+Imp is Commando Central. ToZ will be a wonder to covet. A downside to this pick is that it looks like lots of strong Org picks are available for other leaders, and since Agg (especially with Ikhandas) tends to blow off courthouses, we'd end up getting swamped with EP.
Fred (Phi/Org) of Netherlands (Ag/Fish/EIM/Dike) - I think this combo is really good too; Freddy has two of the traits I mentioned I was interested in and a lot of nice synergy in the mid game. Org is top-tier in RtR, and Phi might be particularly good here because of super-mercantilism. Phi + Org also has some nice Ren-era synergy, where Phi helps you get an early Academy, Org helps keep your maintenance low and your slider high, and also helps throw bulbs into Education, for half-priced Universities, or Astro, for EIMs. Libbing Nationalism would be a smorgasbord for us. Org + Netherlands is a nice synergy for coastal starts, where we'll start with Fishing and can get nice cheap lighthouses.
Augustus (Ind/Imp) of Russia (Hunting/Mining/Cossack/Research Institute (Uni w/ +1 free Scientist)) - Augustus is one of my favorite leaders in a vacuum. Russia is a solid civ with late stuff, but nothing in particular. Potentially good starting techs for a Stonehenge run, along with probably the best pair of traits for it, though I do see a lot of decent competition on early wonders (Ramesses from Mackoti, Qin from Harry, Julius from 2metra, Charlie from Pindicooter, Cathy from Com). Some synergy in that Imp tends to have an easier time getting courthouses up (excess pop to whip), and Ind can Oracle CoL and also cheaply build the FP. Ind can also help with Oxford, and we have a bit of motivation to spam RI (only 150 hammers in RtR).
All in all, I personally feeling about equally bullish on both Genghis and Freddy; I don't dislike Augustus at all but it is a bit riskier, IMHO.
Other guys:
OT4E: gets Pro Inca, seriously? blegh. How does Pro Inca happen every goddamn game now? I guess I'll also note that Huayana was OT4E team's PB22 pick, so maybe there's a chance he won't pick Pro Inca. Then again, OT4E did rate even BTS Phi decently in his PB30 thread, so there's like no way he doesn't take this no-brainer. SB of Inca was Com and dtay's PB25 pick, FWIW.
Commodore and dtay: actually has 3 Commodorish leaders. IIRC he seriously considered Justinian, Saladin, or Isabella in many of his last few games. Saladin in particular is a nice pick, as both Commodore and dtay love rushing Knights. However, I think they'll have an extremely high chance of picking Catherine, as Com really really wants to play his +2 culture Cre.
Mackoti: Some dud leaders with decent war civs (Spi Mongol for maybe 11XP Knights, and the Viking Trading Post gives flanking 1 in this version of RtR, IIRC), and a Mackotish leader with an OK civ. Mackoti is known for liking Ind and Imp, but he has to choose between the two here. I think he'll go for Suleiman and try to Engineer-rush his precious mids, then use THAT engineer to rush the Mom, and then finally chase after the Taj. Using Phi to spam golden ages with a big Imp civ is a pretty good synergy. This is pretty much what he did in PB22, but his land kinda sucked and then Gavagai knocked him down a peg.
Harry: 2 dud leaders with good civs, and a decent leader and decent civ. Harry rated both Cre (!) and Cha really low in his PB30 thread, for a BTS game, but I don't know what he thinks of RtR Exp, which is a unique trait. At any rate, I think he goes for Qin of Rome; RtR Praets are legit.
2metra: Julius seems like a no-brainer compared to those other two, but he's also playing that in PB30, so who knows, maybe he'll want variety. I dislike RtR India, especially with a slow leader like Boudica.
REM: 2 Exp picks, with the choice of Org or Phi. Ironically, the Org pick is on neither of the two with UB courthouses, heh. Mehmed was his PB22 pickup, for what its worth. I'm glad to see he does not have any Agg options after he tried to Warrior rush in PB22, Cataphract rush in PBEM61, and then REDACTED in PB27. (hint: it wasn't tend to his garden  )
Pindicooter: Hmmm, one interesting thing to note here is that Toku is perhaps the only other really viable Agg leader, and one that I think suits these guys' style the most of these 3 leaders. Toku of Egypt is pretty decent, I think. Actually, I just had a random thought. do chariots become obsolete at HBR? If not, I think Agg+Egypt in this version of RtR is a hidden power combo... 30h stables for Shock war chariots, sign me up. And this is from the version before they were nerfed. I also think the Obelisk is a really under-rated UB. Charlie of America is pretty good too, just because Charlie is awesome in RtR, although I'd rather have the ToW American UB grocer than the RtR one. Thank god they don't have the RtR 3.0.0.4 American UB Barracks. Brennus of China is forgettable.

Mack: Yeah, I see Imp/Phi here too. The other two choices are slow starters which he doesn't like.
Ot4E: I don't see how you can turn down Sitting Bull of Inca.
OH: Since we'll be expected to pick Genghis, that leaves OH with the only Ind leader left. So Qin of Rome does seem a lock here.
After those 3, things become a bit less clear to me.
Comm: I think he likes Pro better than Cre . If their start allows for Byzantium's opening traits, he'll pick Saladin IMO. Otherwise Catherine is an excellent fallback option.
Pin: Yeah, it's either Toku or Charlie. I think Egypt will push him towards Toku but both are equally bad to neighbour. And you're right, chariots don't obsolete with HBR.
REM: I would personally pick Peter of HRE but don't have a read on what he would do. None of the options seem too scary, I think he had the worst roll.
2metra: Probably should be Julius but also no read on him.
So we have 1 Ind leader to compete with Augustus and 2 potentially explosive leaders for Comm and Pin that could be tricky to start next to with Freddy. Thoughts on our guys later.

PRO/Inca will keep happening because it keeps doing well, and since the traits are much better balanced in RtR, there's always a viable PRO leader to pair with the civ. I'm not certain whether I'm on the fence or off it concerning whether the combo needs a nerf.
Also, FWIW, I'm pretty certain that we were Pacal in PB22, not Huyana.
