It's usually 50%, additive with everything else I think (think -50% production in the production listing). But I am not sure about that. You should ask SevenSpirits.
It definitely doesn't vary per population though.

It's not additive with anything else. Basically the whole (20h*pop) gets multiplied by a fraction before anything else happens to it. It isn't even additive with the Kremlin discount.
National wonders: Early ones are 2/3 efficient. Late ones (anything from the Constitution column onward) are 1/2. Moai Statues is also 1/2, bizarrely. World wonders: Early ones are 1/2. Late ones (anything from the Constitution column onward) are 1/3. Apostolic Palace, UN, and Space Elevator are 1/4. Cristo Rendentor is only 1/2, bizarrely. Example: if you whip the Statue of Liberty for 6 pop with copper and a forge but no other multipliers, you get 6*20 = 120, 120 / 3 = 40, 40 * 225% = 90h. Moai was the only national wonder added and Cristo was the only late-game world wonder added, so it was probably an oversight to not align them with the other exceptions to the usual 1/2 rule. Shoot, any thoughts on the viability of a Guerilla II unit raid on TurboFkingSkorp? It doesn't look feasible, but I thought the idea merited being brought up. If nothing else, you could lay a mean choke on the city and the surrounding countryside.
I bring this up because I really don't like Brother Mouzone as your front city. The city is not on the flatland and is surrounded by defensible terrain. If it ever fell, an army stationed there could fork you and WK on either side of the sea, and would have interior lines.
They have knights, so nothing I have until pikes can really do much to choke the city effectively, and my first couple of pikes are going in mouzone first. I can live with mouzone as my front city for now as long as I can get at least one pike/lb pair somewhere out front of it for visibility purposes.
