Short report:
I founded my capital on the plains hill - like intended, I think ?
I found Greenline's culture on T3 and decided to make contact.
After that, my scout killed a first panther and got eaten by a second panther 2 turns later.
Research AH->Mining->BW.
I have finished the first worker and I'm building a warrior right now.
I think I need a new scout.

You're always free to move your settler (unless the setup dictates settle in place), and I've made several maps where moving was a legit option. Some of them have been more obvious than others though, and I try to make sure it's not a completely wrong move to settle in place.

Actual stand.
Someone has built Stonehenge, greenline has BW before me.
And I could be the first at 2 cities ?
I didn't checked PBspy much this game.

oaky ?
Gira as 4th player here is expected.
SH from Gira from PBSpy too. But 3 cities ?
And I know, we have T43, but I'm a bit surprised to see a barb warrior.
I'm at 3 cities too.
I whipped a second worker in Uruk and I grow now with warriors as fogbusters.
I do hope for a religion, after that, I'm thinking about researching my UB. And maybe building the oracle ?
I do need fishing in the near future - and pottery.
3rd settler should go to the west to block Dreylin.

okay, I will raze Greenlines copper city in 3 turns ?
I got my religion in Eridu and i will connect copper next turn.
Greenline founded the 3rd city S of the sugar.
So Eridu will get the first ring of greenlines city next turn.
I can't attack from the fog thanks to the desert hill, but I think greenline will get problems to defend against 2 vultures.

SD got rushed by Mjmd. This is not good.
Anyway, I invested 80 gold to upgrade on warrior and I have the first vulture before the gates of CrazyJoeDavola.
I miscalculated and forgot the river blocks my movement a bit, but Greenline can only reinforce with the second warrior and got his copper connected, but the capital is empty. - Think he whipped there last turn Pop2 ?
A third warrior moved away from the city ?
I don't think I can stop the 2 axes from the cap, but I should be able to raze the copper city.
And then ? Archers are not that good against AGG vultures.

And now we have a reason I thought about declaring war last turn.
Greenline makes a double move.
Nothing illegal, I think, but still something where I think, this is the reason my raid will fail. but if my raid fails, this should be the reason for that.
And this axe is not possible without the double move. - The third unit is the warrior greenline moved a way too.
How are the rules in this case ?
I think this is legal, but I do want to have another opion.

Anyway, I attacked and won. The rest seems to be relative easy ?
Vultures are better than I thought from this combat alone.
I think, I have good chances to conquer greenline.
In the end, I do think we end with 3 axemen at both sides, but I'm AGG, have vultures and I will have copper.

I believe the norm is that what he did was legal but a gray area because you were not actually at war. So yes in your case, declaring 1T early would have been an acceptable way to prevent that.
However, in this case I think it worked out in your favor if the axe is dead and unable to retreat to his capital, so maybe it's not so bad?

Just noticing this and figured I would answer one question you had.

I know TBS has a very good reputation.
civac introduced TBS to us (civfourm.de) for PB59 that some here consider him to be the best cIV player of all time ?
I think this might be a bit exaggerated.
The last 3 games (from 2021) didn't seem particularly outstanding. No victory there ?
A second place I think and to stop TBS, is seems it needed at least 2 players.
The last (single) victory is from 2016 ?
It's difficult to judge off some of those results as TBS had an issue where players began to pre-emptively attack or dogpile him in some games for fear that they had no chance if they didn't. There were definitely a few games where he got hit with questionable attacks which simply gave the game to other players, at least in my opinion. He was considered so much better that he was not treated the same as other players. I have followed a lot of really good players over the years, and for my money he's the most complete player.
