Why is first half of turn war dec preferred? Doesn't 2nd half of turn attack mean opponent has one fewer turn to react with whips?

So Ginger lost a turn, right before being attacked? That seems inappropriate, even if a player is struggling to manage turns.
I'm heavily spoiled but could turn play, especially with instructions, if needed.
