We lurkers noticed that Jowy moved after you two turns ago on the turn you said you didn't notice his chariot on, but before you on the next turn. Since you said you thought he might declare war and attack your city, we decided to check with him for you about turn order in case of war. Jowy should move after you in that case because of the earlier time he moved after you, so you should go ahead and move first on t92 in case he does.

I will be interested to read about whether Jowy was going to attack the city - my guess is that he wasn't - but I'm not going to put it to the test - i'll move units so he can't take it.

how do I keep the city safe?
well, by having 3 defenders! Did I mention that the dog soldier up north was woodsII?
By moving thusly, the city is safe, because a unit cannot attack twice - even if the second one is completely defenseless.
Which is annoying to lose 2 turns of chopping, but better than losing the city.

btw - I should mention that that Jowy did nothing wrong, at all. I don't think he came to my land with any intention of attacking - he couldn't even see that there was nothing in the city.
Of course, Jowy did the very gracious thing and simply moved his chariot in further, obviating any drama:
he is very near to meeting azza.

He has traded it to Commodore for something (math, I'm guessing) - Commodore is a bit behind on some crappy techs - hunting, archery, religion.
Jowy does not have construction. In fact, doing an analysis, no one has construction.
Plan now is to finish off alpha (unless Jowy wants to give it to me - I dunno what I can give back, though - I need more than alpha for MC and I dout he'd do alpha and monarchy for it) and then leverage those into IW and currency.

I did, btw, whip the archer into NCIS.
