Hannibal would be okay, but remember that this is a Commodore map and there will be a copy of every luxury. Or maybe one less once he reads this post and intentionally removes one to prove me wrong.

Picking last will mean we need to have some backup plans. it also means we can potentially grab our leader last and pick IND if nobody else has picked an IND leader

Not really impressed with the Carthage pick. Open worker and mine the sheep? Or settle next to the fish and open work boat? Doesn't look so great to me.

Well I guess under the point system he gets a good leader. Forgot about that hehe. I would have picked the leader first though.

Carthage is a fun civ to play, and Numids are a PITA to defend against, at least until classical era units come into play. I don't grudge him for it. And like you said, he has all 5 points to pick for a leader now.

I expect scooter will go for a non-FIN leader, because FIN leaders are much more restricted. If he wanted one I would expect him to pick it first instead of civ. That's why I would have picked leader first.

He could grab EXP/IND and have a very solid combination.
Although with water map and a horse UU, I would really want to pick CHA, probably FIN/CHA

Some brainstorming civs and possible leader combinations
0pt Civilizations:
Byzantium - quickly get to cataphracts. Oracle Metal Casting; bulb machinery with first GE. Probably EXP/IND as a leader.
Rome - just a solid early game civ with a minor GPpt booster. FIN/AGG for an early rush, or CRE/ORG for quick city development plus
Mongolia - FIN/CHA or FIN/IMP to take advantage of Gers: idea is to get high-promo mounted units
England - EXP/SPI? I think we're anal retentive enough as a team to use SPI well. Build up for a long game with redcoats
Korea - FIN/PHI with ORG/PHI as a backup. Cheap seowons, play a techer game
Mali - EXP/IND probably a good combo with Mali, but no grand plan in mind
Agricultural Leaders (1pt)-
France - FIN/CHA or FIN/IMP
Native Americans - FIN/CHA or FIN/IMP
Ottomans - FIN/CHA or FIN/IMP
Sumeria - FIN/CHA or FIN/IMP or CRE/IND for oracle play

I don't see really see any compelling arguments for any of those civs besides Sumeria. Sumeria is like a mini-Inca (in that it acts like a third trait) on the toroid-heavy metagame that we are in right now. There's always Egypt to counter those Numidians.
Still, I would take leader first unless all the good FIN ones (Victoria for sure, and strongly consider Hannibal and Elizabeth) are taken. Or if everyone else takes a leader and there are multiple FIN ones left, picking Sumeria could be the smarter play.

You mean the cheap and early courthouses? I think the terrace is better than the zig by far, but FIN/IMP is definitely the way to best leverage zigs: just rex until we crash because limping to priesthood is so much easier than limping to CoL
