Assuming those three words are blue, we have a number of options for the last one. I kind of like NUT next. Nuts can definitely travel a long way at the sea by the wind. 

Bell is interesting too but I'm a little bit reluctant to guess that before NUT.

First of all. I doubt that SEAL was our last green hint. So there must be one still. I'm torn between MEXICO and TRAIN, but tend towards TRAIN.

On to Commonwealth.

AUSTRALIA is pretty safe and should be first.

Next obvious and safe should be QUEEN

Preference AUSTRALIA - QUEEN - TRAIN

AUSTRALIA and QUEEN both seem pretty obvious, really. 

I'm happy to try TRAIN as our next Green word. I am also quite torn between it and MEXICO, but I think I like TRAIN slightly better.

For our +1, I'm not a great fan of Train, but I suppose it does make about as much sense as anything else we've considered. Otherwise maybe Scale.

MEXICO is unlikely, I think, because it would have been easy to roll into this clue.
i.e. If MEXICO was intended, it would have been safer to clue Green 3 then something like Colony 3, rather than Green 4 and Commonwealth 2.
