Research
after IW - Masonry->Monotheism, unles someone gets Judaism before that. Then Mathematics->Currency, then Calendar
. Some turns of gold accumulation may be required (gather enough to get Monotheism in one go before switching to 100% research).
3rd City
Unless Iron is in really bad spot, I want the tile 1SE of Gems, in southern jungle. It'll shine only after Calendar, but will give much needed commerce and has decent food (with minimal production, sadly). In BFC there are 2 Bananas, 2 Gems, 1 Spices.
It'll need tile improvements ASAP: road connection, Farm on Bananas (plantation later, but for now it's the best food source anyway), Mine on Gems - it'll be nice city even at 2 pop. Excess (>2) pop may be whipped for infrastructure (Granary, Obelisk, Library).
City production
Beijing: there is Axe and Spear in the queue (Spear partially completed), needed as 3rd city defenders. As 3rd city is important and far away from production cities, I think about sending there Robert Tye as well and building extra unit (Spear) to defend Beijing. I think we'll have enough military (for now) after that, and extra units are costly - build something else! Useful Wonder (Pyramids?) may be nice if there is nothing more mundane - eiter we'll get it eventually or we get failgold, which in current situation is translated directly to beakers

Shanghai: Settler shall be whipped 2-pop after all
(You were right, it's definitely most effective), regrow is really quick. Take care not to found city before Axeman is able to prevent Holkan strike. Then Library, then Obelisk/Barracks (low priority, not necessarily in that order).
Both cities should use extra population for Science Specialists: 2 Academies (3rd City and Beijing, in this order) will be really useful here

Western one (prize
): complete road around the lake, help 3rd city
Southern one: help 3rd city (road to expected site, for now)
Near Shanghai: complete Farm+Road, then maybe cut down forest 1S of current position? All threatening tiles are under observation, we'll be able to get it away in time if Mayans show up.
2 between current cities: build marked cottage for beijing, then do whatever is needed (help 3rd city, most probably).
Military
southern Chariots should provide defense for 3rd city until proper defenders get there (danger, Holkan!). They should not explore much for now (keep low profile
). Other Chariots should move as needed for active defense - I do not feel particlarly aggressive right now (especially as all opponents have higher power rating!).
