Here's a stab at a slower oracle:




Whipped a settler from 4->2, overflowing into a granary, and then another settler from 5->3, overflowing into the oracle. The second city worked the sheep and built a third worker.

So this gives us oracle EOT33, with two cities, one settler, and three workers. And the capital also has a granary, like before.

This isn't really miles ahead of the T30 plan, but I figured I'd post it for comparison purposes, anyway.
