By the way, I definitely think capping nukes at x units and not killing is the way to go, just like any other collateral. That doesn't mean they should be 900h though.

hmm. So this game is over? I guess when Commodore is posting here . For most parts I didn't have naming scheme and never used the original Aztec ones in my reports so I decided to give names I had used to describe them. Well that turned out harder than I thought since I had only described small minority of my cities and spamming fishing villages and filler cities really didn't help.

Ivory:
Azza didn't manage to settle there probably due to all the warring agaist Lewger. Commodore just weren't fast enough to do it. I didn't have ivory from any other source so that was pretty important city for me to prioritize.

I've hard time to figure out how to continue from here. We would need replacements for both Commodore and Pindicooter to make it viable. Especially Commodore is too big to be just push enter or AI controlled.

Maybe fast playing the end game as duel could be best that can be salvaged out of this. Other nations could be AI or in case someone else wants to continue they would be free to do that. Naturally there should be tight rules concerning how the AI-nations are handled.

I don't think Lewger could make it. They haven't yet even properly started. Their weakest city has ~3000 culture and to be frank only their capital is particularily strong culture city. Others don't have enough commerce. After turning on 100% science I estimate they need at least 40T more likely 50T to get there. I estimate that within next 25T I can produce an army of MGs, Artilleries, Infantries and cavs that can't be handled with cats and rifles they can produce within the same time frame.

I decided to check my options conserning espionage and delaying cultural victory and it does not look good for Lewger. As you can see I'm making 250 EPs per turn. That is all passively coming from courthouses, jails and security bureaus. Now that Cheetach has communism it would be cheap to steal it and add yet another +50% bonus building to all my hammer cities and quite effortlessly I could generate over 500 EPs without allocating a single spy specialist. This means I can keep 1 of his cities in constant revolt throughout rest of the game. Btw. This also means that space victory with these settings is very hard to get if you've several close competitors. All in all Lewger really wouldn't have a chance in duel and it probably is not worth it.

I've a feeling that where ever I take a closer look at the espionage system yet another broken and unfun mechanism is found

Yeah but then you'll need to pump out a constant stream of spies and ship them 1-at-a-time overseas via easily killable caravels. So that's an enormous pain in the ass, which is not to say that Bigger is doomed anyway because cultural victories are only useful for teamers and cherry tappers.
