Always interesting when people have different trait valuations. 
It feels inconsistent to me to say that Cre is too weak and monuments need a buff at the same time, since buffing monuments is essentially nerfing Cre.
I think of all 3 early traits roughly adding 30h per city, and those 30h snowball in different ways. You settle the city faster with IMP, but I'm not sure that's better than chopping out a size 1 granary or getting access to 2nd ring resources earlier. Generally I've held the view that those snowball bonuses are about equal, and I've favored Exp and Cre over Imp for their secondary bonuses.
EXP's secondary bonus is that it has full effect on the capital, while the other two don't. CRE sort of has an effect on the capital, though it is not at full strength, you can often get a little value from the earlier 2nd and 3rd ring border pops. But in addition it has the library bonus.
There's definitely an argument that you should just dotmap well and CRE is not getting the same value as the other two. The counter-argument is that you can also dotmap differently with CRE to maximise it. Personally I remember feeling very happy with how CRE worked for me in PB38.
