Ah, I see the disconnect, it's my mistake. I'd thought there was room for another city by the capital's fish, but there's 2 tiles, not 3. In that case, I'm more sold on SE, but maybe we want IMP to get that second city ASAP. Or Vikings with the NE start. Or else Stalin of Japan could be reasonable anywhere. Where would you want to play that? I won't have time for simming for a few hours, at least, I'm afraid.

Very cursory sim with Stalin of Japan, at Monarch because I didn't know if there is anything agreed:
tech BW->agri
WB->warrior->worker->settler
Worker chops SE of cap, then farms corn -> that also speeds up the settler movement to city 2 by a turn!
t27 city 2 gets founded, corn farm finishing just in time - cap is at size 1 though. Delaying the slavery revolt and staying at 2 should delay the settler by only one turn. More problematic is only one warrior.
Observation: as long as we have no hunting, we are very vulnerable to getting caught pants down by chariots. That could also be true for our western neighbour!
Commodore picked the NE start neighbouring us and will pick a Hunting civ. Am I scared? How not?
With tiny monarch I think we're probably good to have just one immediately useful starting tech, so if wee want to we can go through with Stalin of Japan.
We're bordering Commodore with Boudicca of unknown hunting civ to the north and Thoth with KK of Rome to the south.
With Japan we might attempt a chariot strike against Rome, if they don't take hunting, although they provably will considering the low tech costs. Horse is also in a quite unsnowbally position.
I don't see a specific anti Rome civ besides maybe NA, but probably not worth it. Agg Japan at least is somewhat buffed with C2 shock axes against C1 shock praets, and if we Oracle MC we could get a machinery bulb reasonably soon - too late for the first praet wave, but not too late after that.
If we get a holy city out of priesthood research I the second city that Also pretty much neutralizes Cre annoyance
