Double-Move: I dont understand how that would be helpful so I have no preference

Double-moves: disallow, but with some leniency*
Last minute changes: disallow abuse, allow genuine changes of mind/that's just when you have to play due to RL

*I'm just thinking about the settler rule. It only really matters on the turn it founds the city, right?
I also don't like the DoW rule. Shouldn't it just be that attacking military units moved should not have moved in the last 9 hours?

Just for my own information. Would a double move be doing part of your moves at one time then signing on later and finishing up?

Switching would be the same but different?

No, it's playing your turn at the very end of the timer on one turn; using that to declare war, end turn and then immediately play your next turn. The effect is to get two consecutive turns before your opponent gets a chance to respond. The rule is basically trying to prevent that.

Switching I may change my mind though. Definatly wouldnt abuse though.

Double moves only apply in two circumstances...war and settling.

Examples:

*Sullla and T-Hawk both want to settle a city to work a corn and gems tile located evenly between their civilizations in neutral territory. They both produce settlers, and their scout units spot the opposing settlers. T-Hawk decides to play dastardly, and moves his settler at the end of turn 30 with only a few minutes left in the turn. Then in turn 31 he quickly settles his city, blocking Sullla from being able to plant a city on the tile he moved to on turn 30.

*Later, T-Hawk and Sullla are at war. This time Sullla has decided to play dastardly. The turn before the war started Sullla moved a large stack of "barb fighting" war chariots next to T-Hawk's border. 1 second into the next turn Sullla declares war, and before T-Hawk can log in to the game and move defenders Sullla captures T-Hawk's border city. The next turn Sullla again waits until the last second of the turn. He moves his remaining war chariots to the eastern of T-Hawk's two remaining cities. T-Hawk once again isn't logged in, and before he can move his remaining units stationed between the cities into the eastern one Sullla captures and razes it as well.

As for unit/tech swapping:

*T-Hawk is now out for blood. With only one remaining city he decides to use an unorthodox strategy calculated to annoy Sullla. He sues for peace and then builds the Great Wall, and is soon rewarded with a Great Spy which he bombs in Sullla's land. T-Hawk builds some spy units and begins scouting Sullla's lands. Sulla's knows T-Hawk may try to figure out which valuable world wonder Sullla is producing and try to sabotage it. To prevent this Sullla continues his dastardly behavior. He sets his capital's production on wealth. Then, on the last second of the turn he switches production to The Great Library. As soon as the turn ticks over Sullla swaps back to wealth. T-Hawk can never sabotage the production because he isn't logged into the game during the few seconds the wonder is queued up.
