I've thought about a rax, but I don't think it's worth it yet. He's unlikely to have anything other than a couple warriors.
Also there's only 6 turns until pottery. I think it's more important we have a terrace in both cities, which will help whip a couple axes from each city quickly. 4-6 axes would probably destry ruff. Also building a couple more quecha's between now and copper hooked up means more for cheap military police when we get to 4-5 cities.
