Also, just to fully clarify for you. That 2 hour rule only applies if you are the last person to play your turn. If you end up ending your turn 5 minutes before the last person, you can log in right after the turn flips and play your turn.
It is of course highly frowned upon to often purposefully try to wait until almost the last person in order to do this type of double-move, as it'll keep making the turns take longer than they otherwise would have.

Theoretically yes, but you would have to coordinate with that 3rd party in full view of everyone else. Since the other rule is that the ONLY talking to other people for game planning and the such, is in the public thread. :-P
