I'd think it's possible just to edit Amelia's save to give Alpha 2 pop, and Bravo/Charlie too at least. Not sure about Juliet Sector and its equivalent, if they were intended to be captured.

It's been semi-abandoned for a long while, obviously, what with the long turn pace and evident zero lurker interest.
