Production, city growth, and technology/civics definitely process on individual player turns, not on some kind of global turn roll. It's at least plausible that diplomacy does too. The question is - for whoever plays before Sullla in turn order, does the DoF still appear between Sullla and CMF/Nubia? I suspect it will.

By the time war breaks out I'll have 4 caravels, 24 frigates, and 4 Sea Dogs, with another wave of 4 frigates and 4 sea dogs shortly finishing.

I will have 16 frigates and 5 ironclads here at the time that combat begins on Turn 146.

Not as big of a numerical advantage as I was expecting. This is definitely coming down to which ever side lands the first good blow, especially with the promotion advantage Sullla holds

Now maybe there are more ships hidden out in the fog and this is all a big trap, but I have pretty good vision in this body of water and I don't think that's the case.

And yeah I agree with you pindicator. My question is how Sullla thinks he's going to be able to safely upgrade frigates in the middle of combat? He's going to potentially pull back ships (or maybe use Nan Madol?) leaving the rest to fight alone? Honestly with his ironclads and promotions, he has a shot at taking this fight outright so my question is more academic.

EDIT: I just realized Sullla is emptying the Genova canal, and might leave it wide open to attack. He has two frigates and two ironclads there now, but he included them in his count of 14 frigates and 5 ironclads. CMF may lose his Nan Madol group, but he might also raze Genova.

We now have confirmation (CMF/Woden's thread) that player one gets the first strike always. We need to have a bid system for turn order or make not allow DoW the turn after the DoF runs out.

A secret to Sullla's success is that due to his activity he always signs up first so he's always player one.

Most PBEMs have lined up the players by time zone and then done a random draw to see who goes first. To me this method seems fair.

In hotseat mode the player who accepts a DoF will be the first one to have the opportunity to strike when it runs out. This is a consequence of how DoF's work, not turn order.

You still get advantage for going first that's too big. 

I think you are wrong about it not being about turn-order because CMF/Woden/Sullla have said it is. 

Japper asked me for a new Declaration of Friendship, which means that he could have declared war if he wanted. He played before me in turn order and it would have been an option. This should function the same way. We should be able to declare war on Turn 146 and Rome will get the first strike by virtue of playing first in turn order.

I want to ask Alhambram if he had the option to attack me on t163 in pbem5. Sullla's examples all revolve around the latter turn order player offering the early turn order player a DoF, when with their DoF with CMF it was the reverse

His screenshots from Turn 163 show that the DoF still applied.

How do you figure? I tried looking through them and while I didn't see a DoF expiring notice that didn't seem definitive (he could have clicked it before taking the pic)
