Player one gets to act first so he can break peace first. Production, city growth, and technology/civics definitely process on individual player turns, not on some kind of global turn roll. It's at least plausible that diplomacy does too. The question is - for whoever plays before Sullla in turn order, does the DoF still appear between Sullla and CMF/Nubia? I suspect it will. Honestly with his ironclads and promotions, he has a shot at taking this fight outright so my question is more academic. EDIT: I just realized Sullla is emptying the Genova canal, and might leave it wide open to attack. He has two frigates and two ironclads there now, but he included them in his count of 14 frigates and 5 ironclads. CMF may lose his Nan Madol group, but he might also raze Genova.
We now have confirmation (CMF/Woden's thread) that player one gets the first strike always. We need to have a bid system for turn order or make not allow DoW the turn after the DoF runs out.
A secret to Sullla's success is that due to his activity he always signs up first so he's always player one.
Most PBEMs have lined up the players by time zone and then done a random draw to see who goes first. To me this method seems fair.
In hotseat mode the player who accepts a DoF will be the first one to have the opportunity to strike when it runs out. This is a consequence of how DoF's work, not turn order.

I want to ask Alhambram if he had the option to attack me on t163 in pbem5. Sullla's examples all revolve around the latter turn order player offering the early turn order player a DoF, when with their DoF with CMF it was the reverse
