Looking at the commercial districts, the encampement one and his four cities, I am 90% sure that Sullla has this one pretty much in the sack.

The +production policy helped he got from his religious city state.

I am pretty confident I have lost this game by now.

How many cities do other players have? What is so scary about the districts?

Yeah, I fear that whilst I wing my games most of the time, Sulllas thread probably involved theorycrafting from turn 1, 30 turns in advance.:D

I can put down my commercial districts in 6 turns, when I finish my 1st trader so I get the boost.

In game theory, the player that is the highest perceived threat tends to be ganged upon, where his individual strength is undermided by the fact that the remaining players collectivelly have more strength than him. Don't give up just yet, lots of things can happen still! Sullla has a huge target on his head! We would love to see some more of your empire though, and hear your thoughts on what is going on.

I wouldnt be worried that much. It does not have to mean anything special in game, where a military conquest is expected between players. In SP, while peacfull game, then yes. You know the saying - where two are fighting, third one will win...
