Not that I have to say anything in this discussion, but I guess part of the idea to leave the mapmaking and settings up to the mapmaker is that you cannot choose your civ and leader based on the map or the settings. If you take organized and then he sets it to Noble it is unfortunate. But then it is on you to find the best civ/leader combination for an unknown situation. Instead now asking to set it at least to a certain level, might be unfair on all others which did not choose based on prior knowledge about the settings or map.
Though i would assume anyway that the mapmaker normally looks at the choices and will not set it to Chieftain only to screw you with your Organized leader over
