Mack is a much better bts player than I am, so he probably knows what he's talking about better, but I don't see a whole lot of value in the Inca. You get +2 free culture per city, great, but you give up a UU for it, and that hurts in a game where combat is central and some of the UU available could be game-changers. Plus the team techer is going to surely want to spread missionaries to all their cities anyway for the Org religion bonus, and monuments are just a chop or one-pop whip (and you can build culture), so getting border expansions probably won't be an issue.
I'd consider dropping spain for aggressive france. Tough call, since Spain basically has two UU... depends on whether you need slow but very powerful seige / collateral + decent late mounted, or excellent somewhat late mounted cover.
Spain would probably pair well with HRE, for a slow but deadly force- but as you point out, they also fulfill somewhat redundant roles. They're both "support" civs, gifting / building support units and in HRE's case also cities.
