But doesn't the coal plant only provide power if it has coal?

I don't see anything very wrong with having specialist slots available. The difference between a research institute and a library is that the RI gives you the scientists for free. There's no way you have enough food to run those specialists for quite a while. Obviously it does make the building stronger and thus the trait stronger, but it's not (almost) automatically overpowered like a free specialist would be.

Ah, good point. Yeah, the building might not even be any penalty then until you get coal.

Ironically, a hydro or nuclear plant actually would inflict the health penalty for the whole game. This essentially happens in the standard game for a city that has no factory but whose continent has Three Gorges Dam. Such a city gets the -2 health penalty for power.

By the way if you're out of ideas you could consider castle. It's slightly better than a courthouse probably.
