Um. Unless Seven changed it in ToW, work boats can't block tiles.

Yeah, okay. Apparently workers and settlers (other civilian units) can't either.

I'm just wondering how the thing got in there. I mean I can imagine possible ways, but none of them are plausible.

I'll ask in Haram's thread so you can have an answer to the mystery after the game ends.
Edit: after further thinking it's now fairly obvious to me why he put it there, I still don't know the sequence that got it there. Clever play though.

Conquered two cities from Donovan Zoi at the small cost of getting two of my fishing nets pillaged. I decided not to contest his boats and instead just built replacement boats and waited for the invaders to disappear when Gawdzak captured his last city, which happened just 2 turns later.
The golden age is over, but GNP has massively increased over the past 10 turns due to representation and miscellaneous growth, with mercantilism compensating for a swap into nationhood. I'm now doing around 1000bpt. The streak of 1t techs finally ended with Rifling taking two turns. I'm going to draft some rifles and see how much more land I can take. Probably going to have to attack GermanJojo, who was recently crippled by Haram. With theocracy + wharves I will have access to nav1 galleys, which might help. And obviously rifles are going to be very good against his force of ballista elephants and other outdated units.
Mackoti started a golden age and revolted into state property, then set tech to Military Science, due in one turn. Serious stuff.

How would you rank the players right now? And what is each person's probability of winning?

My opinion will probably change tomorrow, but here's some sort of estimate:
Mackoti: 90%
Seven: 50%
Gawdzak: 30%
Wetbandit: 15%
Grimace: 5%
Haram: 1%
Retep: <1%
GermanJoey: <1%
Lots of scenarios involve people deciding they don't want to play anymore. My odds for myself get bumped up because I know that I feel gung-ho about continuing, and that I'm not feeling any pressure because of the terrible start. But I also do have possibly the best geopolitical position going for me. A lot depends on who decides to fight whom.
