Diety level spawn and build rates are fine.
Special wonders I'm not sure of. I think that we should know what abilities they give before deciding on them. I like to have an idea what is out there.
I would be fine with just shrines and 2 diff missionaries per player. That already feels like a big mod.

Ok .... so, every Nation gets only one missionary, but the Holy Cities *will* start with shrines.
No mod will be used. That is all.
10 hours until Veto deadline.
I would prefer all Civ picks to be in within 24 hours, buuuut if yall want to wait until next weekend thats fine too

The problem was that settlers cost 330 hammers in an industrial start and so the appearance of barb cities felt very unfair.

What!? OK, I feel I really need to try to make a test SP run with advanced start, as it apparently changes a lot of rules. I was under the impression that it just gives you additional units and tech at start and that's all.
330 hammers for a settler is a fucking stupid idea. That was the problem, not the barbs.

In an industrial-era start, your cities start at size 3, and with: Granary, Lighthouse (if coastal), Forge, Market, Aqueduct, and Harbor. (if coastal) So the idea is that the buildings are included in the cost of the settler. Having traits that reduce the cost of those buildings (e.g. Exp for Granary) also reduces the cost of the settler by IIRC 1/5? 1/4? of the cost of that building, or something like that. The expansion pace is still super fast even with those costs though, because you have stuff like Bureau, Slavery, Serfdom, and Mercantalism available from T0. Imp also saves boatloads of hammers.
Here I think they're size 2, and start with Granary and a Lighthouse (if coastal), and settlers are something like 160 base cost. I don't remember. I should sim a bit too, might be tough to get those picks in within 24hrs...
