Spain, with plan to grab religion and crusade belief. Then Great General powered conquistador with missionary/apostle at same tile to convert enemy city gets strength of 80 in renaissance era. 
EDIT: Alternatively Defender of the Faith is good choice too, enemy city conquered while conquistador is one tile nearby or the one who conquered city, that enemy city automatically get converted to your religion which DotF do kick in instant that you capture city.
