City Lights: A Return
So, bad news and good news and bad news. The bad news is I still haven't found a way to salvage the Randoms game, so we might just have to take "Greek victory" as a foregone conclusion (I mean, it was, the game was over, but the epilogue is a bit of a fizzle. Still, imagine if the game had fizzled out just after the fall of Oslo or something, as I was moving on Tokyo!). The good news is the City Lights game has abruptly become interesting again! the bad news is it's interesting because two (and potentially three, soon) of my neighbors have dogpiled me. :D
My attention to this game had wandered as it slowly ground through two years. The initial interest in the City Lights mod had quickly been exhausted by single player test runs, so the game itself didn't seem to matter much anymore. Two of our players - the Dutch and the Romans - dropped out this winter, though, and the turn pace picked up considerably, leaving my own Cree Empire arrayed against the two AI civs and human-piloted England, Phoenicia, and Korea.
Here was the situation when I found the war declaration. I have just finished researching Electricity - unfortunate, in that it cuts off my supply of Privateers, however, as long as I don't connect Oil (haven't researched Refining yet), I can still build them instead of being locked into the inferior submarines. I am three turns from Civil Engineering, but will likely swap civics research over to Theocracy since that government is better suited to warfare.
The main front is the large continent just south of Equestria:
New Equestria is a thriving set of 4 cities, plus the island colony of Saddle Arabia and settlement efforts on the continent just to the west, largely uninhabited apart from a city state. To the east, across a hilly isthmus, is Phoenicia, and most of his army. Beyond Phoenicia is Korea. They have several shipyards fronting on the sea that separates Equestria from New Equestria, but most of their power lies on the southern coast of the continent. The Strait of Byblos is a 1-tile sea passage that offers the only access from south to north.

As you can see, most of my core cities build directly into this ocean. Vanhoover and soon Manehattan will be connected to the ocean via canal, meaning only Canterlot and Definitely Not Rapa Nui will be unable to contribute ships to the common defense. I could build harbors here to rectify that, however.
Set against that, Phoenicia has the cities of Lpqy and Ziz, and Korea has Seoul's harbor (Incheon, I suppose) and a small size-4 colony to the north behind the score ribbons. The northern part of Korea is mostly desert and tundra all the way to the icecaps, so the sea is closed on that side. My primary goal will be to secure this sea first, which will render Equestria invulnerable to attack and enable reinforcements to flow to New Equestria. There is also the strong possibility of raiding the enemy coasts with privateer swarms if we're able to sweep their ships off the sea.
Order of battle:
I have a fairly large, modern army of 7 melee units of mixed types, 4 ranged units, and 2 siege units, plus a handful of scouts/skirmishers. However, the army is scattered over half a dozen small islands and continents busting barbarians since I didn't expect the war dec at all, so it will take some time to concentrate them, especially since at present Phoenicia controls the sea lanes.
The navy is small but modern and concentrated, in the far south besieging a barbarian tundra island. It has immediately been recalled to New Equestria and a crash-shipbuilding program initiated empire-wide.
On the whole, we are approximately balanced with Phoenicia in terms of power and have about twice Korea's power. Phoenicia is badly behind in research, Korea is evenly matched but I estimate Korea's production capabilities to be far behind my own, and he only has Seoul's harbor to build ships to contest the primary sea with me. So overall I'm optimistic.
Domestic situation:
As you can see, the war dec comes at a bad time in terms of amenities, with most cities 1-2 amenities short, leading to an empire-wide drag of 10% on my yields. This will get worse as the war drags on, so I will have difficulty with a long war. I was about to move into a period of entertainment districts as a stopgap until I can rush to Zoos and Stadiums (and water parks), but now military builds have to take priority.
Finally, strategic resources:
We have a monopoly on coal, which means we also have a monopoly on modern naval units. I will try to find and destroy Korea's coal supply to prevent him building up that slender reserve he has. Niter supplies are slow and so building up Frigates will take a while, but Ironclads for sea supremacy should be doable.
So, given all that, here is the strategic plan:
I. War goals:
a)Neutralize enemy shipyards on the Libyan Sea to prevent any chance of their ever threatening Equestria
b)Capture of Brussels and Byblos to secure the southern flank if possible.
Limited goals for a limited war. Accomplishing these two should prevent any future wars.
II. Strategy
1)Build out two fleets - one to hold the south, one to scour the north. Focus on melee ships first to achieve naval supremacy, build up frigates/battleships as possible to take & raze the enemy cities on that sea. Privateers as needed.
2)Concentrate the army in New Equestria after the sea lanes are secure.
3)Build the Venetian Arsenal as soon as practicable - I ahve two possible locations.
4)Build out privateers, ironclads, and frigates until there are no more enemy ships visible, then swap to amenity builds.
Should be exciting times!

So! That's where we stand. Phoenician raiders all over my seas, invasion of my colony, and two full empires pitted against my one. Let's rock 'n roll. :D
